William Howard is the Associate Vice Chancellor, Deputy General Counsel and Chief Counsel to the School of Medicine for Washington University. Mr. Howard provides legal advice and representation to all academic and administrative departments within the University's School of Medicine. He is responsible for managing all legal aspects of health care and medical research matters, federal regulation and corporate compliance issues and all healthcare ligitation.

After graduating from law school, Mr. Howard served as a law clerk to The Honorable Harrison L. Winter, Chief Judge, United States Court of Appeals for the Fourth Circuit. In 1985 Mr. Howard entered private practice with Venable, Baetjer and Howard in Baltimore where he specialized in complex hospital bankruptcy proceedings. Mr. Howard then joined the Maryland Office for the Attorney General, Educational Affairs Division, from 1987 through 1996, where he served as an Assistant Attorney General and Deputy Chief of Division. Immediately prior to joining the Office of the Executive Vice Chancellor and General Counsel, Mr. Howard was Interim Vice President and General Counsel for The George Washington University in Washington, D.C., where he provided diverse legal counsel to the University and served as an executive officer of the University. He has also lectured at The George Washington University Law School.

Mr. Howard is a 1980 graduate of Michigan State University (B.A. Economics) where he was elected Phi Beta Kappa and Phi Kappa Phi and was a member of the Honors College. He received his J.D., graduating Magna Cum Laude, from the Univerisity of Michigan Law School in 1984 where he served on the Michigan Law Review as an Articles Editor and Associate Editor and was elected to the Order of the Coif. Mr. Howard is a member of the Missouri Bar Assocation, the National Association of College and University Attorneys, and the American Health Lawyers Association. He also has previously been admitted to practice in Maryland and the District of Columbia, and before several federal courts.
